While changing maintainer-tools to allow to use python3 I unsintalled my
python2 tools, which broke IGT build for me. Allow to use either
rst2man-3 or rst2man.

If the directories contain spaces, rst2man.sh fails.

It seems like meson doesn't want you to string together targets
like make does, but wants it all in one step. So another little
shell script it is.
