New command for reading out partitions from the sub TOC to build up
the blkdevparts env var. This is to be passed to the kernel via the
kernel command line
Use CONFIG_CMD_BLKDEVPARTS to enable the feature.
This command requires th CONFIG_TOC_PARTITION flag to be set
