Kconfig: remove HAVE_LATENCYTOP_SUPPORT

As illustrated by commit a3afe70b83fd ("[S390] latencytop s390 support."), HAVE_LATENCYTOP_SUPPORT is defined by an architecture to advertise an implementation of save_stack_trace_tsk. However, as of 9212ddb5eada ("stacktrace: provide save_stack_trace_tsk() weak alias") a dummy implementation is provided if STACKTRACE=y. Given that LATENCYTOP already depends on STACKTRACE_SUPPORT and selects STACKTRACE, we can remove HAVE_LATENCYTOP_SUPPORT altogether. unicore32: Remove ARCH_HAS_CPUFREQ config option

This config exists entirely to hide the cpufreq menu from the kernel configuration unless a platform has selected it. Nothing is actually built if this config is 'Y' and it just leads to more patches that add a select under a platform Kconfig so that some other CPUfreq option can be chosen. Kconfig: rename HAS_IOPORT to HAS_IOPORT_MAP

If the renamed symbol is defined lib/iomap.c implements ioport_map and ioport_unmap and currently (nearly) all platforms define the port accessor functions outb/inb and friend unconditionally. So HAS_IOPORT_MAP is the better name for this. Consequently NO_IOPORT is renamed to NO_IOPORT_MAP. The motivation for this change is to reintroduce a symbol HAS_IOPORT that signals if outb/int et al are available. I will address that at least one merge window later though to keep surprises to a minimum and catch new introductions of (HAS|NO)_IOPORT.
