[TCP]: Remove TCP Compound
This reverts: f890f921040fef6a35e39d15b729af1fd1a35f29 The inclusion of TCP Compound needs to be reverted at this time because it is not 100% certain that this code conforms to the requirements of Developer's Certificate of Origin 1.1 paragraph (b).
