In practice, it is being hard to distinguish when a patch
should go to staging tree or to the media tree. Better
to distinguish it, by putting the media drivers at a
separate staging directory. Newer staging drivers that include
anything with "dvb*.h", "v4l2*.h" or "videodev2.h" should
go to the drivers/staging/media tree.

There's really no good reason not to just grab the desired IRQ at driver
init time, instead of every time the lirc device node is accessed. This
also improves the speed and reliability with which a serial transmitter
can operate, as back-to-back transmission attempts (i.e., channel change
to a multi-digit channel) don't have to spend time acquiring and then
releasing the IRQ for every digit, sometimes multiple times, if lircd
has been told to use the min_repeat parameter.

When the lirc drivers were converted over to using memdup_user, I
mistakenly also removed corresponding calls to kfree. Add those back. I
also screwed up on the allocation error check in lirc_serial, using if
(PTR_ERR()) instead of if (IS_ERR()), which broke transmit.

Replace all uses of current_cpu_data with this_cpu operations on the
per cpu structure cpu_info. The scala accesses are replaced with the
matching this_cpu ops which results in smaller and more efficient
code.
In the long run, it might be a good idea to remove cpu_data() macro
too and use per_cpu macro directly.

As pointed out (and tested) by Joris van Rantwijk, we do actually need
to wire up .compat_ioctl for 32-bit lirc userspace to work with 64-bit
lirc kernelspace. Do it. And add a check to make sure we get a valid
irctl in the ioctl handler.

There does not seem to be a need for lirc to
allow seeking on the file descriptor, so let's
just disallow this before users start relying
on it.
