lib/sw_sync: Rename sync_fence_create()
It takes a sw_sync_timeline and returns a fence (it is a factory), so call it sw_sync_timeline_create_fence() for better self-documentation. Signed-off-by: Chris Wilson <chris@chris-wilson.co.uk>
